Highland Prep West is governed by the Highland Prep West Governing Board, a volunteer body that sets policy, oversees the budget, and holds the school accountable to its charter and its mission.

Don Flanagan

Don Flanagan

Treasurer

Don Flanagan brings over two decades of professional experience in sales and marketing within the Digital Media and Consumer Packaged Goods sectors. Throughout his career, he has held positions at major corporations including Coca-Cola, as well as at growth-stage technology firms such as Limelight Networks, Edgecast Networks, and Yodle. His professional strengths center on sales, marketing, brand development, and identifying new business opportunities.

More recently, Flanagan established No Net Consulting, a firm providing go-to-market strategy and business development support to emerging companies including Retail Eyes, CRAVE Chips, and ChatterPlug. His consulting work emphasizes rapid market entry and efficient execution focused on measurable outcomes. He contributes his business and technology expertise to the Highland Prep West Governing Board.

Flanagan holds a Bachelor of Arts degree from Duke University and an MBA from the W.P. Carey School of Business at Arizona State University.

Dr. Wendy Oakes

Dr. Wendy Oakes

Board Member

Dr. Wendy Oakes is an associate professor at the Mary Lou Fulton Teachers College at Arizona State University. Her work focuses on practices that improve educational access and outcomes for young children with and at risk for emotional and behavioral disorders. Specifically, her research addresses comprehensive, integrated, three-tiered (Ci3T) models of prevention, the implementation of evidence-based academic and behavioral interventions, and professional development for preservice and in-service educators in implementing practices with fidelity.

Dr. Oakes serves as an associate editor for Remedial and Special Education and the Journal of Positive Behavior Interventions, and as a Special Issue Co-Editor for Education and Treatment of Children. She is currently the president-elect for the Council for Exceptional Children (CEC) Division for Research and previously served as the President of the CEC Council for Children with Behavioral Disorders.

Dr. William Bressler

Board Member

Dr. William Bressler has over 20 years of Arizona charter school leadership experience. He holds a bachelor's degree in social work, a master's degree in education administration and supervision, and a doctorate in education leadership and management. He maintains a current Arizona Department of Education PK-12 license as a principal and superintendent.

Steven Mack

Steven Mack

Mr. Steven Mack has been in the field of education for 23 years. Mr. Mack served as Highland Prep Academies Director of Curriculum for the past 12 years. Prior to that he served as a principal of a Core Knowledge elementary school and assistant principal of a STEM college preparatory high school. Mr. Mack holds a state principal certification. He attended Illinois State University and Eastern Illinois University where he received his Bachelor of Science and Master of Arts degrees in Political Science. Mr. Mack has post-graduate degrees in Educational Leadership and Secondary Education.

Ann Siburg

Ann Siburg

Board Member

Ann Siburg is a U.S. Army veteran, entrepreneur, and community advocate who brings decades of leadership experience to the Highland Prep West Governing Board.

Ann earned an undergraduate degree in chemistry through ROTC and went on to lead airborne operations at Fort Bragg before transitioning to corporate America and eventually small business ownership. She and her husband launched a SpeedPro franchise in 2009, building it into a successful, long-running business in the Phoenix area.

A lifelong servant-leader, Ann remains actively involved in the local veteran community and brings to the board a commitment to integrity, accountability, and developing the next generation of leaders.

Board Meetings

Open to the public.

Governing board meetings are open to the public in keeping with Arizona's open meeting law. Families, staff, and community members are welcome to attend. Meetings are shared with Madison Highland Prep and Highland Prep, and notices and agendas are posted below.

Meeting notices and agendas are posted at least 24 hours in advance at the front of the school office and on this website.
